¿Dónde se menciona la "Defensa Nacional en estos documentos? ¿Dónde dice que esas bases son necesarias para la preparación de las fuerzas militares? No lo busquen. No aparece. Claro, es probable que algún otro documento oficial lo mencione, sobre todo si se toma en cuenta que el "entrenamiento" es uno de los argumentos del Departamento de la Defensa para justificar sus pruebas y experimentos. Pero, en los contratos comerciales no es un requisito porque no es el objetivo principal de este tipo de transacción. Y ésto, es Ley.
En el Código de los Estados Unidos, Título 10, Sección 2681, "Use of Test and Evaluation Installations by Commercial Entities", se autoriza al Secretario de la Defensa, "a establecer acuerdos con entidades comerciales que desean llevar a cabo pruebas y evaluaciones de sus productos en las bases MRTFB". En cuanto al precio de alquiler y uso de las bases, dispone lo siguiente:
Contract Price. - A contract entered into under subsection (a) shall include a provision that requires a commercial entity using a Major Range and Test Facility Installation under the contract to reimburse the Department of Defense for all direct costs to the United States that are associated with the test and evaluation activities conducted by the commercial entity under the contract. In addition, the contract may include a provision that requires the commercial entity to reimburse the Department of Defense for such indirect costs related to the use of the installation as the Secretary of Defense considers to be appropriate. Las bases MRTFB se dividen entre las tres ramas militares estadounidenses: armada, naval y aérea. Por ejemplo, el White Sands Missile Range en Nuevo México pertenece a las Fuerzas Armadas y el Atlantic Fleet Weapons Training Facility (Vieques) a la Marina. The nature of testing services varied widely. Army work included ballistic testing of armor, armaments/ammunition testing, automotive vehicle testing, environmental testing, shock and vibration testing, structural testing, and nuclear effects testing. Navy testing included electromagnetic interference and compatibility, electrical system performance, environmental, engine performance, flight tests, and communication systems. Air Force work included infrared measurements, flight test, engine and engine component work, environmental, aircraft collision avoidance, weapon testing, aircraft icing tests, race car performance testing, and fuels and oil analyses. Para evitar confusiones entre los usuarios, el Departamento de la Defensa ha preparado folletos informativos, (brochures) de cada una de las facilidades y para su beneficio todos están publicados en Internet. Todos..., excepto el del AFWTF (Vieques) que fue retirado en el 1999 a raíz de la muerte de David Sanes. Por otro lado, el Departamento de la Defensa le concede a los clientes la oportunidad de llenar su solicitud de servicio y hacer sus pagos con tarjeta también por Internet.
